Project Pehchan

India HIV/AIDS Alliance is the Principal Recipient (PR) of a five year program funded through The Global Fund to Fight AIDS, Tuberculosis and Malaria, Round 9. The program, Project Pehchān, in Hindi means “identity,” “recognition,” or “acknowledgement.” Project Pehchān was launched in October 2010 with an aim to halt and reverse the HIV epidemic amongst MSM, TG and Hijra (MTH) communities in India. The project is being implemented in partnership with 5 Sub – Recipients (SRs) namely Humsafar Trust (HST), Solidarity and Action against the HIV Infection in India (SAATHII), South India AIDS Action Programme (SIAAP), Sangama, and Alliance India Andhra Pradesh (AIAP). The program operates by developing and strengthening the programmatic, organizational, and institutional capacity of 200 sub sub recipients (SSRs) of MSM/TG/Hijra Community Based Organizations (CBOs) across 17 states, which allows for outreach to more than 4.5 Lakh MSM, TG and Hijra community members. Project Pehchān, via the CBOs, enables the MTH communities access key sexual and reproductive health (SRH) and HIV services. Project Pehchān is unique in its design and approach, as it is community-driven and focuses on advocacy and policy activities to create an enabling environment that offers easier access to services for MSM, TG and Hijra populations.

Project Pehchān is operational in 17 states including Punjab, Delhi, UP, Bihar, Jharkhand, West Bengal, Manipur, Odisha, Karnataka, Kerala, Andhra Pradesh, Tamil Nadu, Goa, Maharashtra, Madhya Pradesh, Gujarat, and Rajasthan. Among the mentioned 17 states, SAATHII is working in 4 of these states, including West Bengal, Odisha, Jharkhand, and Manipur.

NACO and SACS fund the Targeted Intervention (TI) projects across India. Keeping that in mind, Project Pehchān offers two types of service packages:

  • Pre TI package - to be implemented in those areas / districts where there are no MTH TI projects (reaching out to new MTH clients)
  • TI Plus package - to be implemented in those areas / districts where MTH TI projects are running (offering additional SRH services to TI clients and also reaching out to new clients)

In the four states where SAATHII is implementing Project Pehchān, the current data are as follows:

  • Number of SSRs: 30 (West Bengal- 12, Odisha- 11, Manipur-4, Jharkhand-3)
  • MTH Covered as of June 2012: 2,630
